Meet Our Team

Believing whole-heartedly in their work, Carol Frampton and Shelby DeVuyst are two of conservation's most prominent advocates. As avid outdoorswomen, Frampton and DeVuyst cherish the wildlife around them and Americans' rights to hunt and fish. Striving to learn and share their knowledge continuously, and with the help of the Association of Fish and Wildlife Agencies, NRA's Hunters' Leadership Forum, and others, these women seek to educate the United States on Conservation laws and policies, including the threats to current conservation efforts.
Between the two are decades of boots on the groundwork in conservation, wildlife management, and time in the woods and on the water. Frampton and DeVuyst are hunters, anglers, and educators ready to create an informed conservation profession with the Center for Conservation Excellence's courses, seminars, and career guidance in conservation law.

Carol Bambery-Frampton
For fourteen years she served as General Counsel to the Association of Fish & Wildlife Agencies in Washington, DC; she has served as pro bono counsel to the Council to Advance Hunting and Shooting Sports since its inception in 2009; was former counsel for the Michigan United Conservation Clubs, Lansing, Michigan; and former Michigan governor’s appointee as Legislative Director to the Michigan Department of Natural Resources, later serving as Chief of Legal Services for the Michigan agency. Carol helped to create the Conservation Law concentration to certify law graduates in conservation law at Michigan State University College of Law, the first program of its kind in a law school. She teaches Wildlife Law and Energy Law’s Impacts to Wildlife at MSU Law. She is licensed to practice law in numerous state and federal courts, including the U. S. Supreme Court.

Shelby DeVuyst
She started working for the Program in August of 2020 after graduating from the Conservation Law Center at Michigan State University College of Law (the Center for Conservation Excellence’s flagship law college). She was a student of both classes in the Conservation Law Program, Wildlife Law and Legal Issues with Energy Development and Wildlife, where she studied the history of wildlife law, the North American Model of Wildlife Conservation and its legal underpinnings, the public trust doctrine and the stewardship over the public’s wildlife that the state fish and wildlife agencies are charged with preserving. She is a strong advocate who recognizes the importance that wildlife law classes play in the conservation movement, including safeguarding our hunting heritage. Shelby is dedicated to the program’s goals and is passionate to advance its mission. She has a bachelor of science degree in environmental sciences from the University of Michigan - Ann Arbor, as well as a strong background in wildlife biology. She is licensed to practice law in Michigan.
